What the Career Service Examination Professional Level is
The Civil Service Commission (CSC) administers the Career Service Examination, Pen and Paper Test (CSE-PPT) to establish a Register of Eligibles (RoE) for first and second level government positions.
Passing the Professional level earns you the Career Service Professional Eligibility. This is a second level eligibility appropriate for first level (clerical) positions, second level (technical) positions, and even executive/managerial second level positions, as long as the position does not involve practice of profession and is not covered by special laws. The Register of Eligibles may also be a reference for private sector employment.
This guide uses CSC Examination Announcement No. 03, s. 2026, for the August 9, 2026 exam. As of September 13, 2026, that exam has taken place. Later-cycle candidates should use their own announcement for dates and application rules.

Who is eligible to take the Professional level exam
You must be a Filipino citizen, at least 18 years old on the date of filing, of good moral character, and free from specific disqualifications such as conviction of a crime involving moral turpitude.
Applicants with dual citizenship under R.A. 9225, or recognized as Philippine citizens under Sec 1, Article IV of the 1987 Constitution, may apply upon presenting pertinent documents and meeting all other requirements. Applicants with pending administrative or criminal cases may take the exam; if they pass, eligibility is conferred but remains subject to the outcome of their pending cases.
- Filipino citizen.
- At least 18 years old on the date of filing.
- Of good moral character.
- Not convicted by final judgment of an offense involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs.
- Not dishonorably discharged from military service or dismissed for cause from any civilian government position.
- Has not taken the same level of CSE within three months before the exam date.
- Has not previously taken and passed the same level of CSE.

What the August 2026 application required
The 2026 notice required CS Form No. 100 (Revised 2023), four compliant photographs, an accepted ID with a photocopy, and a PhP500 examination fee.
Applications for this cycle ran from May 14 to June 10, 2026, subject to local capacity. Filing arrangements varied by regional office. For a later cycle, confirm its filing channel, dates, photo specifications and accepted IDs before preparing the application.
- Fully accomplished Application Form (CS Form No. 100, Revised 2023).
- Four identical Philippine passport size (4.5 cm x 3.5 cm) I.D. pictures meeting all specifications.
- Original and photocopy of any accepted I.D. card.
- Examination fee of PhP500.00.

The Professional-level examination scope
The official scope has four areas. Use this table to check your study materials and identify missing topics.
Clerical Ability appears under the Subprofessional column of the notice, while Analytical Ability appears under Professional. Do not combine the two levels’ topic lists.

Numerical Ability: percentage bases and rate problems
The following original numerical examples practise percentage calculations and rate problems. They are not CSC exam questions.
Worked example: A bag priced at ₱450 is marked down 20 percent, then a further 10 percent is taken off the reduced price. The tempting shortcut is 20 + 10 = 30 percent off, giving ₱315. The correct answer is ₱324: compute ₱450 × 0.80 = ₱360, then ₱360 × 0.90 = ₱324. The 10 percent applies to ₱360, not ₱450, so the discounts compound rather than add.
Worked exercise
A vehicle covers the first half of a journey’s distance at 40 km/h and the remaining half at 60 km/h, with no stops. What is its average speed over the whole journey? A) 50 km/h; B) 48 km/h; C) 45 km/h; D) 46 km/h.

Average speed is total distance divided by total time, not the average of the two speeds. Assume the total distance is 120 km, so each half is 60 km. The first half takes 60/40 = 1.5 hours; the second half takes 60/60 = 1 hour. Total time is 2.5 hours, so average speed is 120/2.5 = 48 km/h. Choice A (50) is the arithmetic mean of the two speeds and ignores that more time is spent at the slower speed. Choice C (45) and D (46) do not follow from any consistent calculation.

Verbal Ability: support your answer with the text
For reading-comprehension practice, distinguish what a passage says from details an answer choice adds.
In this original exercise, use only the information in the sentence. Do not assume a delay means cancellation or that an incomplete report is factually wrong.

Read: “The committee postponed its meeting because the report was incomplete.” Which statement is supported? A) The incomplete report caused a delay. B) The committee permanently cancelled the meeting. C) The report contained incorrect facts. D) The committee will never meet again.

The sentence gives the incomplete report as the reason for postponing the meeting. It does not say the meeting was permanently cancelled, that the report was inaccurate, or that no future meeting will occur.

Analytical Ability: test every condition
An ordering problem is solved by checking all the stated rules. A choice that meets only some of them is still incorrect.
Worked example: Five employees — R, S, T, U, V — sit left to right in five slots. T sits exactly in the middle; R sits immediately to the left of S; V does not sit next to T. Draw five blanks, lock T into slot 3, treat R–S as a block occupying slots 1–2 or 4–5, and test V's rule in each case. Two orders survive: R S T U V, and V U T R S.

Prepare the four General Information topics listed in the official scope: the Constitution, R.A. 6713, peace and human rights, and environmental management and protection.
Organize your notes by topic and check the underlying text when practising factual or scenario questions. For a law, record the provision and any relevant conditions alongside your summary. Avoid treating a broad slogan as a substitute for the actual rule.

Prohibited acts on examination day
The CSC lists specific prohibited acts that will result in cancellation of your examination and may lead to criminal and administrative liability under Republic Act No. 9416.
Read the current notice’s prohibited-acts section before exam day. It addresses unauthorized devices and materials, scratch work, copying or photographing examination content, and removing materials from the room. Violations may lead to cancellation and further liability.

Passing grade, results, and resulting eligibility
To pass, you need a general rating of at least 80.00. The List of Passers is posted on the official CSC website on or before 12 October 2026.
Examinees can generate their individual examination rating through the OCSERGS (Online Civil Service Examination Result Generation System), accessible through the CSC website on or before 19 October 2026. Only the List of Passers posted on the CSC Website is official; the CSC does not recognize or accept liability for any other postings.

A practical preparation sequence
Use practice results to choose your next study task. The following sequence is a study suggestion, not a required CSC schedule.
Start with a mixed set, then review errors by topic and cause. Practise the skills you have not yet mastered and return to mixed sets to check whether the improvement carries over.
- Cover each of the four official areas.
- Record whether an error came from missing knowledge, interpretation, calculation, or overlooking a condition.
- Check explanations and work through missed problems again.
- Confirm the rules and dates for your own exam cycle.
